Emergency Solutions Grant (ESG)

ESG is a grant that can assist individuals and families obtain or maintain housing.  ESG is split into two categories, Prevention and Rapid Rehousing.  Housing Status determines which category a household qualifies under.  Financial Assistance may vary between categories.  ESG can provide assistance in the form of:

  • Rental Assistance-Eviction
    • Eviction Prevention
    • Short-term leasing assistance
    • Security Deposit
  • Utility Assistance
    • Deposits 
    • Arrears
    • Prior Balances

ESG has specific eligibility criteria that must be met in order to qualify for assistance.  Households must first meet housing status (according to HUD’s Definition) and income limits.  

Housing Status

  • Prevention – must be doubled up with a friend and/or family member.  Household must have to vacate the residence within 14 days.  
  • Rapid ReHousing – must be homeless and have shelter verification.  

Income Eligibility

  • 30% AMI for the county (Chippewa, Luce, Mackinac) the household is residing in.  
    • This amount changes yearly

If the household meets these two requirements.  The household will either need to locate a rental unit that meets Fair Market Rent (FMR) or the current rental they are trying to maintain/remain in must be considered FMR.  FMR changes annually, is determined by MSHDA, and is based on household size.

Applications are available online, in office, and by mail.  

MSHDA Housing Choice Voucher (HVC)

CLMCAA Housing Department staff can assist individuals and families be placed on the MSHDA HCV wait lists.  Housing Department staff can assist people e placed on the following wait lists:

  • Chippewa County
  • Luce County
  • Mackinac County

The wait lists are broken down into two categories:

  • Regular
  • Homeless Preference (HP)

Households must meet the following criteria in order to be placed on the wait list(s):

  • Regular
    • Low-income
    • Wait list must be open
    • Must reside an/or work in the county they are being placed on
  • Homeless Preference
    • Household must be doubled up or homeless
    • Must have verification of doubled up status/homeless verification

Being placed on the wait list doesn’t guarantee you a voucher.  You are just being placed on the wait list to be pulled to see if you are eligible for a voucher.  Being pulled does not guarantee a voucher, when pulled, that starts the process to see if your household is eligible for a voucher.  CLMCAA does not guarantee you will be pulled, receive a voucher, or are eligible for a voucher.  CLMCAA is just placing you on the wait list.  CLMCAA has no say in your application.  We can only determine if you meet Homeless Preference and/or place you on an open wait list.  

Emergency Shelter

If you or someone you know needs Emergency Shelter, CLMCAA is the HARA (Housing Assessment Resource Agency) for the tri-county area. CLMCAA has an in-house program that can assist eligible households with very short-term temporary housing. CLMCAA also places referrals to the local, non-dv, emergency family shelter.

Property Management / Rentals

CLMCAA owns and operates rental properties located in our tri-county area: Avery Square Senior Housing, St. Ignace Senior Housing, and West Bridge Supportive Housing.

FEMA – Emergency Food Shelter Program (EFSP)

Emergency Food Shelter (FEMA) program is a small grant CLMCAA receives from The United Way. This small grant can assist eligible households with one (1) month of:

  • Rental Assistance (Current or Past Due)
  • Mortgage Assistance (Current or Past Due)
  • Emergency Food Voucher (One Time)
  • Utility Payment – Once Month Portion (Current or Past Due)
    • Water (not including sewage)
    • Natural Gas
    • Electric
    • Propane (30 days’ worth)

EFSP cannot be used for the following:

  • Prevent a Foreclosure or Eviction – FEMA cannot pay multiple months of rent/mortgage
  • Utility Deposits
  • Mobile Home Lot Rent
  • Taxes
  • Cable/Internet/Phone Bills
  • Multiple Months of Utilities
  • Multiple Utilities
  • Multiple Bills (Rent and Utilities)
  • Security Deposits
  • Another Account Balance being Applied to Your Account
  • Account Transfer Fee
  • Reconnect Fee

Eligibility Criteria:

  • Reside in Chippewa County
  • 50% AMI for Chippewa County

SSI/SSDI Outreach, Access, and Recovery (SOAR) – SOAR

SSI/SSDI Outreach, Access, and Recovery (SOAR) is a program designed to increase access to Social Security Administration (SSA) disability benefits for eligible individuals who are experiencing or at risk of homelessness and have a mental illness, medical impairment, and/or a co-occurring substance use disorder. The SOAR program assists individuals by providing an additional point of contact and representative to assist in filing your claim. All claims must be new submissions or appeals of past judgments.

CLMCAA has only a few SOAR Workers. Each worker has a very limited number of cases they can assist with.

Supportive Services for Veteran Families (SSVF)

The Supportive Services for Veteran Families (SSVF) is dedicated to assisting low income families and individuals who are homeless or at risk of homelessness to gain stable housing. Our program is funding through a grant from the Veterans Affairs Agency.  SSVF can assist eligible households with:

  • Rental Assistance
  • Transportation Costs
  • Moving Expenses
  • Utilities

Basic Eligibility Criteria:

  • Veteran
  • Served at least 1-day Active Duty
  • 30-50% AMI for the county they reside in

Immediate Ineligibility:

  • Discharge – Dishonorable

Required documents:

  • DD214 or Applicable Veterans Service Statement
  • Detailed Bank Statement – Last 30 days
  • Proof of Income – Earned, SSI/SSDI/SSA, Child Support, Pension, VA Disability, Cash Assistance, Tribal Per Capita, Tribal General Assistance, etc.
  • Picture ID
  • Social Security Card

If you do not have these items for any reason our staff can also assist you in obtaining them.
